Pattern:
Round 1:
Ch 2, does not count as a stitch.
- HDC in the first ch.

- [HDC in the next ch, ch 2] 20 times.
- Sl St in the first HDC.
Round 2:
Ch 1, counts as a DC.
- (DC in the same st, DC in the next st) 4 times.
